There is in`addition the great difficulty of putting any current value on lands and properties in the still confused conditions of the moment and having regard to the extensive damage and neglect which has affected many of them. In these circumstances I would not challenge the wisdom of the concessions which the Governor has made and indeed it seems to me very difficult to upset them now as public faith has been pledged by the announcement.
The whole point of the concession as regards valuation, however, is to secure quick action on the part of property owners. This is at present stimula- ted by this particular concession being available only on renewals efected during the next twelve months. I think we ought to ask that the Secretary of state should be consulted before any extension of that arrangement is made. Prima facie, I should have thought that next year it should have been possible Go arrive at some idea of current values and that we could then revert to those values as the proper basis on which to fix the terms of renewal.
